Virginia has 39 independent cities, and each one is its own separate jurisdiction, not part of any surrounding county. Each independent city has its own circuit court and general district court that handle criminal cases filed within city limits. The circuit court clerk for each city maintains felony case records, while the general district court holds misdemeanor and traffic case files. This setup is unique to Virginia and means that criminal history records for city residents are kept at the city court, not a county court.
