Newport News is an independent city, so it has no county above it. All felony charges filed in the city go through this court. The Circuit Court also handles appeals from the General District Court. If someone was convicted of a misdemeanor in the lower court and appealed, that appeal case file lives here. The clerk's office can search by name or case number and provide copies. Certified copies carry a fee per page.

The city's Circuit Court page at nnva.gov/191/Circuit-Court lists online services including OCRA (Officer of the Court Remote Access) for attorneys, e-filing for civil cases, and e-recording for land documents. FOIA rights information is also posted there.

The Newport News Circuit Court official page shows contact details, office hours, and links to case information tools maintained by the Virginia judiciary.

Misdemeanor cases heard in the General District Court are not automatically sent to the Circuit Court. The records for those cases stay with the General District Court clerk. Appeals from the General District Court move up to the Circuit Court and are heard fresh, as if the lower court trial never happened.

The Newport News Police Department maintains arrest records and incident reports for the city. Arrest records capture basic information about a person taken into custody: name, date of arrest, the charge, and sometimes a booking photo. These records are separate from court records. An arrest does not mean a conviction, and not every arrest leads to charges being filed in court.

The Newport News Sheriff's Office keeps an online arrest report that is updated daily. This gives the public current information about recent arrests in the city. For older arrest records or for copies of police reports, you can submit a FOIA request to the Police Department's records division. Virginia FOIA gives agencies up to five working days to respond. Virginia State Police Criminal Record Checks

The Virginia State Police (VSP) maintains the Central Criminal Records Exchange (CCRE), which is the official statewide criminal history repository. The CCRE gets arrest and conviction data from courts and law enforcement agencies across Virginia, including Newport News. If you need a comprehensive criminal history record for someone, the CCRE is more complete than any single court's records.

Individuals can request their own criminal history by submitting Form SP-167. The form requires a notarized signature and a $15 fee for a name-based search. Some authorized agencies use Form SP-230 instead. Requests can be mailed to the VSP or handled through the CARE (Civil and Applicant Records Exchange) office at 7700 Midlothian Turnpike, North Chesterfield, VA 23235. Processing time runs about 15 to 20 business days for mailed requests. Visit vsp.virginia.gov/criminal-record-check/ for full instructions.

The tool covers people currently in VADOC custody. It does not include people held in the Newport News City Jail, which is run by the city sheriff.

For people held locally before trial or serving short sentences, the Newport News Sheriff's Office manages the jail. Contact the sheriff's office directly to ask about local custody status.

Criminal Records Access in Newport News

Criminal court records in Newport News are generally public under Virginia Code § 19.2-389. That statute governs who can access criminal history record information and the rules agencies must follow when sharing it. Public court records include case dockets, charging documents, plea records, and sentencing orders. Anyone can walk into the circuit court clerk's office and ask to see a file.

Some records are restricted. Juvenile records are confidential under Virginia law and are not open to the public. Sealed records, expunged records, and certain diversion program outcomes may also be withheld. If a case was expunged under Virginia Code § 19.2-392.2, the record is removed from public access and the person can legally say the charge did not occur.

Under Virginia Code § 17.1-208, circuit court records are open to public inspection during regular business hours. Copies are available at $0.50 per page, with an extra $2.00 for certification. The Newport News Circuit Court clerk can tell you exactly what is in a file and what can be copied. If you are not sure whether a record is public, ask the clerk before assuming access.
